mobile proxy. Cannot assign requested address

My site uses third-party mobile proxies and stops working every few days. The ip address of the mobile proxy is pinged but the telnet command telnet proxy_ip proxy_port returns telnet: Unable to connect to remote host: Cannot assign requested address. At the same time, this proxy works from other servers. If the server is rebooted, the proxy also starts working on it. Please help me. Best regards.
