Using terraform for deploy VAPP from template in vcloud?

When using terraform for deploying vapp from a template, it would only deploy the first VM and if I need other VMs in the template, I need to explicitly mention it. Is this by design? Do we have an option to deploy all vms in a template as it is like a clone using terraform?
